Environmental Regulations on the Spatial Spillover of the Sustainable Development Capability of Chinese Clustered Ports

For years, China has adopted environmental regulations in developing ports to improve their sustainability. Based on the data of Chinese from 2009 2018, this paper presents a envelopment analysis model with subdividing input-output indicator weights and develops it further two stages weight preference slacks-based measure, respectively. After assessing sustainable development capability (SDC) spatial correlation, revealed that are clustered several regions SDC spilled over into neighbors. Further study is affected by different ways: as key measure among SDC, voluntary regulation spillover effect, but neither mandatory nor public media can significantly SDC. This suggests port authority should enact based difference expand its operation scale market size recruit more top talent, which good for improving productivity reducing carbon emissions.
